
Ivano is a 20-years experienced administrative lawyer and co-heads the Regulatory & Public Law practice. Since 2004, he regularly advises leading national and international companies, public and private institutions and credit institutions, in relation to energy, environmental, and public resources matters, as well as to public-private partnership (PPP) projects. Ivano provides ongoing assistance on projects related to renewable energy and related regulatory discipline, negotiation with public authorities and related settlements and is recognized as a problem-solver in the permitting field. He has been actively involved in project financing transactions supporting works awarded under public concession and contract schemes, including the design and construction of WTE, public energy efficiency implementation, gas storage facilities, and interconnectors. Ivano is admitted to practice in the higher Courts and regularly assists institutional clients in litigation before administrative Courts.
From 2017 he is lecturer in energy law at the University of Naples Federico II. In 2020, he was mentioned among the Italian best lawyers for “Energy & Infrastructure” in the MilanoFinanza Report. From 2022 Ivano is mentioned as key lawyer within the energy industry by The Legal500.

Unicredit (and pool of lenders): assistance in all regulatory aspects connected to the financing of a new CCGT plant in Tavazzano sponsored by EPH and benefiting from the new capacity market incentive scheme.
Autostrade per l’Italia and its controlled entity Elgea: assistance in all regulatory and legal aspects connected to the start up of Elgea and to Autostrade in its entering into the renewables energy market through the installation of PV plants alongside the motorway path for an overall possible capacity of 1,3GW.
ENI Plenitude: assistance in all regulatory aspects connected to the JV with CDP for the creation of GreenIT aimed at entering into the renewables market as well as for the joint collaboration for promoting in Italy circular economy and energy transition related projects such as biomethane and waste-to-fuel plants. The assistance also included proposal of project financing to the authorities in order to build and operate the first waste-to-fuel plant in Italy.
ENI: assistance in a multi-jurisdiction analysis (USA, Canada, France, Sweden, Germany and Italy) regarding the legal possibility to re-use industrial wastewater for industrial cooling system together with proposal of modification and integration of the current relevant legislation.
EF Solare: assistance in all regulatory aspects connected to the major acquisition of a PV pipeline from RTR fund and composed of approx. 150 plants for overall capacity of approx. 1 GW.
Assistance to a pool of lenders in the due diligence activities and settlement with the Authorities in favour of Tolve Windfarms Holding for the building and management by three special purpose vehicles of three wind farms located in Tolve (PZ), with an aggregate capacity of about 37.2 MW.
Assisting Banca IMI S.p.A. and Intesa Sanpaolo S.p.A. in connection to the Euro 51.7 million project financing of Eolica Cancellara S.r.l., a special purpose vehicle incorporated by Clarion Wind S.r.l., operating a 39.6 MW wind farm located in the Municipality of Cancellara.
In the past few years, he has been involved in many major oil&gas deals such as the assistance to Sonatrach in the acquisition from ExxonMobil of Augusta refinery and related terminals in Sicily Region as well as the acquisition of the going concern related to airport fuelling activities in Italy by World Fuel Services from ExxonMobil.
Prior to the advent of the renewables market in Italy, Ivano gained strong experience in financing and public-related matters regarding the building and operation of WTE plants and CCGT plants as well as transactions involving the exploitation of gas and hydrocarbons both in and off-shore.
